I was receiving
IWAB0524E Error updating Axis deploy.wsdd file
error trying to construct a web service using eclipse wtp axis plugin. The operating system was Windows, after searching a while, I changed the regional settings to united states which was previously Turkish. The plugin worked afterwards.
